Used ASIO4All on my Vista PC and it worked without a problem. On my new Windows 7 PC I can chose the driver but I hear no sound (using DiretX I hear sound, but delayed).

ASIO4ALL is a nice tool, but it is still just a workaround. It does not work with all sorts of sound cards out there either. Very likely your new system does not support it properly. If you are into music production, you should get yourself some good quality audio hardware with ASIO drivers. See also here.
